Report: prisons fail to prepare for re-entry

The Massachusetts prison system is plagued by high overtime costs for guards and inadequate preparation of inmates for release back into society, according to a recent report.

The report issued by the Governor's Commission on Corrections Reform calls for the formation of an inspector general's office to investigate complaints about staff, inmates or prison conditions and an outside advisory board of experts to monitor the Department of Corrections.
